It denotes how, as an expat, your friends are usually other expats in the same city. Expats, by definition, go back home or get reposted somewhere else after some time. That means that your pool of friends are constantly changing. And if your pool of friends are government people, there is some regularity of 2-3 years before people are churned.
That begs the question, do you want to invest the mental, emotional effort to get to know these people for 2-3 years before they go away because let's face it, most if not all these people are hanging out with you because you're all stuck here in the same place and the only semblance of home is hanging out with people from the same country and with similar accents.
